The Harbor and Coastal Zone Management Commission seeks to draft its rules of procedure (bylaws). SEQRA Determination: This action is a “Type II” action in accordance with Title 6 NYCRR 617.5(c)(26) of the New York State Codes, Rules and Regulations; thereby, ending the SEQRA process. 3.
